The IAEA Technical Cooperation Department, with more than staff members, administers hundreds of technical assistance projects each year. Such assistance is provided in the form of expert advice, consultations and visiting professionals, fellowships, scientific visits, training courses, and transfers of equipment and supplies.

    Many developing countries cannot yet give full and complete effect to IMO’s instruments. For this reason and, as mandated by the Convention that created IMO, the Organization has established an Integrated Technical Cooperation Programme (ITCP), with the sole purpose of assisting countries in building up their human and institutional capacities for uniform and effective . Government-funded scientific and technical cooperation between the United States and Russia has been under way for decades at various levels of intensity. Some of the high points of that collaboration came at some of the darkest periods of the Cold War, such as when a Soviet cosmonaut and a U.S. astronaut shook hands through the joined hatches.

    In doing so, the book sheds light upon the similarities and variations in the provision of technical cooperation as a foreign policy tool by China, India, and Brazil.
